The fare may be CNY 300 to 400 for a single trip. As for the return trip, you can take a taxi to Deqin Bus Station for CNY 20 to 30. Then, take a bus to Shangri-la. The buses depart at 8:30, 9:30, 10:30, 12:30, and 14:40. The fare is CNY 58. :)
