London-Shanghai-Beijing-Manila - 72 Hour Visa

Hello, if the routing was London-Shanghai-Beijing-Manila and the passenger was in both countries for less than 72 hours would the free transit be OK? so they would be in Shanghai for 23 hrs and the fly to Beijing for 11hrs then to Manila? thank you
