atestation of graduation degree

hi.. i am an indian , one of my friend graduated from tianjin medical university in 2013. now she is in india and planning to go to saudi. i have her documents with me in china , i need to get saudi embassy atestation on her documents , can i directly come to embasy to get them signed ? {i dont have any saudi visa or passport , so can i come to embasy for someone else work ?}
