Can I bring my cordless drill in checked baggage?

I would like to bring a cordless drill in my checked baggage. It has a 14.4 Volt rechargable Nickel Cadmium battery pack (about 3"x4"x3"). I am flying China Eastern Airlines from Canada to Philippines with a few hour layover in Shanghai. Will the drill be permitted and if so what special packing requirements are there? Am I allowed to bring a second rechargable battery?

David, the drill should only be allowed to put in the checked luggage but you must be required to remove the battery.
You need to get the permit for carrying 2 batteires in advance and the power of each one should not be over 160Wh.

If the batteries are below over 160Wh, it is ok to take without presenting any permit. If higher, they may be disallowed to take onboard. I don't think a permit will help.
