lose hong kong passport and want to get 1 in lima peru

dear travel china guide.
i lose my hong kong passport in bolivia because of a river accident .
i asked the la paz china embassy they cannot make a passport for me . only a emergency travel document for returning home. but i wish to go on my journey .and is that possible i can make a new hong kong passport in lima , peru ?
