Yes, you can still visit the scenic area even if the cable car was close for maintenance. Don't worry.
You can get there by bus. Board the Peak shuttle bus No. 15 from Man Kwong Street outside Central(Pier 5). The service hours are from 10:15 to 12:15. It costs HKD 9.8 per person. Besides, the attraction will still open on the that day. Have fun!

Oh, I am sorry that I made a mistake. Bus line 15 does not go to the Big Buddha.

The Big Buddha will be open then. I am sorry that there is no direct transport to it from Chungking Mansion. Walk north to Kowloon Union Church Station on Jordan Road. Take bus line E23 to Tung Chung Fire Station on Shun Tung Road for HKD 14 (about 35 minutes). Upon arrival, take bus line 23 from Yu Tung Court Station to Ngong Ping Station for HKD 17.2 (about 50 minutes).

For the return trip, you can take bus line 2 to Mui Wo Ferry Pier for HKD 17.2 (about 45 minutes). Then, take a ferry to Central. An ordinary ferry costs HKD 13.8 to 37.2, and takes 50 to 55 minutes. A fast ferry costs HKD 28.5 to 42.9, and takes 35 to 40 minutes.
Have a nice trip! :)

You may take MTR Tsuen Wan Line from Tsim Sha Tsui to Central Station, Exit A. Then, walk north to the Central Pier, and take a ferry to Mui Wo. Upon arrival, take bus line 2 to Ngong Ping.

As for the return trip, you can take bus line 23 to Tung Chung Town Center. Then, take bus line E23 from Fu Tung Shopping Centre, Tat Tung Road to Shanghai Street, Jordan Road. Upon arrival, walk south for about 0.6 mile to your hotel. :)
