Are the hanging temple and the Yungang caves open and easy of access mid December?

Yes, they are open normally and easily accessible. To the temple, you can take a bus to Hunyuan, and take a taxi to the temple. To Yungang Grottoes, you can take tourist express line 603 for CNY 3. :)
