About:Visa Policy of China

What is the "transit area of the airport?"

The information above states "Foreign travellers holding connecting tickets to pass through China are exempt from visa requirements provided they stay in the transit area of the airport for a no longer than 24 hours."

What constitutes the "transit area?" Does this mean I can use my 18 hour layover to go out into the city (Xiamen) to look around and/or maybe check into a hotel to rest?

Dan, usually, when you use the 24 hour direct transit, you can only stay at the transit zone inside the airport. When you get off from the plane, you will be led to the transit zone. If you want to leave the airport, you need to apply for a temporary stay permit at the airport, and then you can leave the airport to the city for a visit and check into a hotel to rest.
