Visa Letter - Addressed to the Embassy

I have an employee travelling to China on business. He has a letter from our business associates in China for the application, however it is addressed to the Embassy of P.R. China in Australia.
Can we use this for an application or do we need it to be addressed to the Consulate?
Can we go to the Embassy in Canberra to get this visa processed?
Many Thanks.

Cara, yes, you can use the invitation letter to apply for it from the CVASC in Canberra if the area you live belongs to its consular district.
