Can I apply for a visa for my family of 4 without them in person?

My family of 4 is planning a trip to China. We live in Washington states and the closest embassy is in San Francisco. Must all 4 of us present ourselves to the embassy in San Francisco for the visa, or may I submit the 4 passports and documents on our behalf?
