Can I Cancel My own foreign expert certificate?

I would like to know if I can cancel my own FEC? my contract with the school is over and the school has given me a release letter but they still don't wanna cancel my FEC. I have contacted them several times but they don't respond.
Can I do it myself? If so, what is the procedure?

If they can issue a release letter to you, you can cancel the FEC on your own. Go to the Bureau of Foreign Experts Affairs in the city to cancel it.

Thanks very much but The expert certificate is till valid. it will expire in june 2017. What can I do?
