About:Chinese Embassy in Lithuania

Can I (dutch) get a visa in vilnius?

I am from the Netherlands but I have been traveling for some time now so I woudn't have been able to get my Chinese visa in the Netherlands. Would it be possible to get in in Lithuania since I'm not an official resident? Thank you.
