About:China Visa Application in USA

Submitting and application for someone else

I live in Washington DC but a friend lives in Ohio and his state is serviced by the New York Consulate. Can I submit his application to the Consulate in DC since he isn't able to get to the Consulate in New York or are they very particulate that you only submit in the specified Consulate for your state?

Usually, one can only apply from the consulate general of PRC and the area he lives in belongs to its consular district, but if he has driver license or residence permit in Washington, he can possibly apply from there.
