72 hour visa if work Z type was approved

I have a traveler who was approved for a work Z type, but failed to collect it before departure. Can he still travel to PRC to work if he is only there for under 72 hours before continuing on to a 3rd country?

You mean he will travel to PRC for less than 72 hours and then continue to travel to a 3rd country? If his passport is from one of the 51 countries and his travel route qualifies for the 72-hour free transit, he can use this policy to work for a short time.
