Surabaya - Hong Kong - Beijing - Taipei - Surabaya

Would this be allowed for 72hr TWOV in Beijing?

Yes, this route is eligible for 72hr TWOV in Beijing, but if you hold Indonesian passport, you can't enjoy it.
