Do i have a chance to get china visa? I want to go there to apply a visa in azerbaijan embassy

I want to apply a china visa my frd will support me during my visit i just want to go there just to apply a visa in azerbaijsn embassy , do i have a chance to get a china visa? Do i need to provide the bank cert? Its my first time to travel out side phil , thank you
