Is there a direct bus connection between Beijing (Liuliqiao Long-Distance Bus Station?) and Wutaishan in December? If yes at what are the departure times to Beijing?

Yes! The buses to the mountain depart from Liuliqiao Bus Station at 9:30, 11:30, and 15:30. The trip takes about 5 hours, and the fare is CNY 145. The buses to Beijing depart at 8:30, 11:30, and 15:30. The fare is CNY 145, too. :)
