How to convert an 'Alien Employment Permit' into a 'Foreign Expert Certificate'

Currently I am working as a translator in Guangdong province, thus holding a so-called 'Alien Employment Permit' and my working residence permit in my passport is still valid; however due to certain circumstances (I haven't received my salary for more than 2 months) I want to change job; and I have already found an English teaching position in Hunan province. My question is whether it is possible to convert my working documents without leaving China? My future employer says first I should have my diploma certificate to be authenticated by the relevant Chinese authority, then go back to Europe (without cancelling my current working documents+without any employer separation notice!) and re-apply for a new working Z visa; which sounds a bit weird while already having a valid working residence permit stuck into my passport..

Andi, I’m afraid you need to cancel your current alien employment permit first and then your future employer can apply for the foreign expert certificate for you. After that, you can try to apply for a new work Z visa.

No. I told my school to do it but they informed me, the expert bureau says i need to start the whole visa process again to get new Z-visa. But I was able to change employer in the last summer using the cancelled expert certificate . But now with the cancelled alien permit, they want me to start the process again before i can get the expert certificate again . meanwhile, the residence permit is valid.
