Getting individual F or L type visa for Uzbek citizens

I'm a citizen of Uzbekistan. How can I get F or individual L type ? I was refused at the embassy and no travel agency in Uzbekistan would do that. They all say there is ban on issuing individual tourist L types. Can someone help me to get this visa, please.
