About:How to Travel to China without a Visa

24hours twov and multi-stops

Hi,
I receive different response regarding the possibility of changing of cities within China during a 24hours twov.
I'm French and I booked a flight from shanghai to Paris which makes a first stop in xi'an. I know want to book a flight from bangkok to shanghai on the same day. My trip would thus be: Bkk-Sgh-Xian-Paris.
As long as my transit in China is less than 24hours, may I benefit twov even if I change of cities? I know that it is not possible for longer transit.
If you can, please provide the source of your response in order for me to convince my air company that what I'm saying is true :)

Pierre, if your total layover time is less than 24 hours, you can benefit from the TWOV even if you change cities. You can confirm this from the Immigration office in Shanghai. The tel number is +86-(021) 68541199

Hi, I'm sorry I may look dumb but I don't manage to get the immigration office a this number or on the number of their website. What do I have to dial to get them? I tried ±86021.... As well as 00186021... (001 being the exit code of thailand where I am now).
Please help me thanks!
