Can a friend hand my application in for me

I live and work on the island of Sumba, Indonesia. There is no Chinese consulate here. I arrive in Bali, Denpasar, Indonesia on the 20th of October and have a flight booked to China on the 22nd of October. Can i complete the form and send my passport along with the form to a friend in Denpasar for them to hand in & pick up on my behalf?
