Can I bring approx 3kg of inorganic mineral soil into China?

It will be 100% clay, silt and sand. It will not contain and topsoil, organic material or vegetation and is approved by the USDA. I would like to bring in my luggage. Should I declare at the airport or is there a form I need to complete first?

Andy, I'm afraid it can still not pass the customs. You'd better not take the soil.
