About:72-Hour Visa-Free Transit

"Passengers transiting in Beijing ..cannot leave the administrative area of the transit city."

What is the administrative area of the transit city? I will be in Beijing for a 5 1/2 hr lay over. Can I go out into the town to eat dinner?

Tracy, it means that you are only allowed to travel around Beijing city. Of course, you can go to the downtown area to eat dinner.
