Do I require my old passport along with my new one.I was told old one required for overlap purposes

I went to the Toronto Chinese Consolute to submit my application for a visa. I gave my new passport and was told I needed my old passport for overlap reasons. What does this mean?

Joe, usually, the old one is needed to be used as a reference for your new application. So maybe they want you to provide the old passport for a reference purpose.
