Can I renew my Chinese Resident Permit in the USA

I am a foreign student studying in China. I am holding student Visa (X) and got Resident Permit upto December 19, 2016 issued by the local Public Security Bureau. Currently I am in the USA as part of my doctoral research, which is an integral part of my PhD study in PRC.

I want to ask “can I renew my Resident Permit upto March 2017 in the Chinese Embassy in the USA”? OR do I need to “get back to PRC and renew my Resident Permit their”? Please let me know. Thanks!
