For 1 day tourist purpose, do Indonesian citizen must have visa in entering Shengzhen from HK?

I am Indonesian citizen in Hong Kong and planning to visit Shengzhen for 1 day tourist purpose.
If I must have a permit for entering Shengzhen, can I apply Visa On Arrival in ShengZhen's port?
How much is the fee for VOA in Shengzhen's port?

An entry permit is needed for one-day visit to Shenzhen. But you can probably get the VOA in Shenzhen and it will cost CNY 168.
