is it easy to find a taxi at 4:00 am to go to HK airport?

And how much is it? or by overnight bus from Tsim Sha Tsui , N21? is it correct?

Yeah, in Tsim Sha Tsui area, you can hail a taxi easily. If you take a taxi, the fare is about HKD240. Alternatively, you can walk to Haiphong Road, Nathan Road to take the overnight bus N21 to the airport. The bus fare is HKD23, and the duration is about 85 mins.
