About:China Visa Application Procedure and Fee

Is a visa required for entry into Hong Kong for a cruise then exiting from the cruise in shanghai?

Diane, you don’t need an entry permit for HK.
And in principle, you can enjoy the free transit in Shanghai if you will go to a third country or region rather than HK after staying in Shanghai. In this way, no entry permit is needed. But in order to aviod troubles, the cruise may require you to provide an entry permit, you are advised to contact with the cruise and consult about this question.
