Can a student visa x1 be changed to a working z visa without Exit

It is possible to change X1 type to work Z type within PRC. You can try to change it at the exit and entry administration of the local PSB.

i was told by someone i must leave china and re apply out of China, that it's not possible to change the X1 student visa to Z working
