can i apply china visa in penang?can i apply china visa if I've lost my 1st passport?

Hi..I'll be visiting china in Jan 2017. Where can i apply my china visa in Penang?
I've heard about the new rule of producing the very 1st passport when applying china visa. How true it is? Can i apply the visa with my current passport since I've lost the 1st ones. I've lodge the report for the lost when renewing the current passport.
