Providing old passport

Hi. Recently, I just found out that in order to apply a visa, we have to bring previous passport to apply for entry permit. Now, I having a problem, that is my previous passport is gone and it is 2 years ago. During this 2 years until now, I didn't fly to anywhere. Will there be any problem to apply an entry permit without previous passport? If it does has problem, what should I do ?

Usually, the previous passport is needed for a reference for the new application. If you cannot find it, you can try to apply for the entry permit without it.

They say must have it in order to apply the entry permit. Can I make a police report and apply it ?

You can make a police report and try to apply for it, but I cannot assure what the result will be.
