Can i get a hainan visa on arrival for 2 weeks a group of two persons without an organised tour?

im travelling with a friend to visit another friend who lives in hainan. I thought i didnt have need a visa and could apply on arrival if entering through hainan but i have read that it is now only for organised tours.
