As I know, you can buy a sim card using your passport. I guess it must due to the language barrier. If so, you may try to speak 'Wo Xiang Ban Shou Ji Ka' at the counter which means 'I want to buy a sim card' in Chinese and provide your passport. Most young people in Yangshuo should speak simple English. You may also turn to a local youngster for help.
