Can companies use IBRS for Chinese customers?

We need chinese customers to send their receipts from China to overseas as an International Business Reply Service (IBRS). Are there restrictions from China Post or other affiliated postal services that may hinder such a service?

If your company has already had the permit for IBRS, you can send the reply letter in approved pattern without restriction. Or, you may need to apply for the permit at local postal sector first and provide the reply letter pattern to get approved.
