About:144-Hour Visa-Free Transit

Schengen Country, other Schengen country as transit?

Lets say a person from Italy flies from Munich, Germany to Shanghai and Back. is this eligibile?

Orlando, if you fly from Germany to Shanghai and then back to Germany, you can't enjoy the free transit policy. However, as long as you fly out to a third country, you can enjoy the free transit policy. It does not matter whether the country fly out is a Schengen country or not.
