About:144-Hour Visa-Free Transit

Does the "third region" rule supply to short layovers?

If I fly from Seoul to Shanghai direct, and within 144 hours fly from Shanghai to Tokyo (2-hour layover) to Seoul, can I qualify for the 144-hour layover visa?

Scott, yes, it also applies to short layovers. If you travel like that, you qualify for the 144 hour free transit in Shanghai.
