My father in law has a hand written Indian passport. Can we use that to get a Chinese visa?

According to the International Civil Aviation Organisation (ICAO), from 25th November 2015 onwards, all non-Machine readable Passports (MRPs) are out of date. Foreign Governments may deny entry to any person travelling with a non-MRP passport. So I'm afraid a hand written passport cannot be used for the application.
