Hi my friend just arrived in beijing (july 5, 2016) carryiing with tourist visa s

Can my friend work in beijing as a tutor but her visa is just a tourist? What will be her status? She arrived in beijing last july 5 ,2016

She can't work because she just hold a tourist entry permit. It's illegal.
