Do you have to pre-book hongkong airport express tickets or do they have to be purchased on arrival?

Oh, you don’t need to book it in advance (although it is accessible on the official website of MTR), and the express train departs very frequently. You can surely get one ticket upon arrival. Don’t worry about that.
