There is no directly travel mode. You can take the bus E22 from the airport to the Lower Ngau Tau Kok Estate, Kwun Tong Road. And the walk to Kowloon Bay (Telford Garden) to connect a bus No. 86 to the Cruise Terminal directly.

Or you can take a taxi from the airport to the cruise terminal, and the far is about HKD350.
