I'm malaysian girl, planning to marry Chinese man, how can he apply for single status at China?

i'm want marry chinese man from Ningxia, China and the requirement is to have single status, how do he apply his single status? can he obtain his single status notary from his head of village?

He can go to the local Department of Civil Affairs to ask for a single status certificate, or he can get it at the local PSB.
