Is it has night bus from Xinnanmen Bus Station to Jiuzhaigou?

No, there is no night bus from Xinnanmen Bus Station that can take you to that scenic area. Thus it's suggested to stay at the hotel nearby the bus station and start off in the next early morning. Have fun!
