What is the maximum weight of Baby Formula?

I can send to my wife in China, before she has to pay tax and what is the tax rate if I send above this weight?

As I know, it is tax free for less than 2.5kg powder and the upper limit is 5kg. For the extra part, you should pay 10% tax.
