How Can I get an Entry Permit to get VOA from Louhu? in Shenzen or Hongkong?

You mean to get the VOA for Shenzhen? You can get it from Luo Hu Port. You just need to show your passport and hotel bookings, fill in an application form, and then pay for the VOA, about CNY 168 per person.
