Where do I submit F visa application

I am invited to speak at a CACSE Education Meeting in Shanghai. I need to know where to submit application.

You should apply for it at the China embassy or consulate which is responsible for the consular affairs in the state you live. Perhaps you can tell me which state you live in and I can give you a clear answer.

I live in Michigan but I cannot physically go to Chicago. Is there a way to mail the materials?

You cannot mail the application, but you can entrust your friend or family member to go there and submit the application for you.
