is 144 hours exemption visa program still in effect ?

I just was told by Celebrity Cruise that this program  has been cancelled. Is this true ?

Based on what I know, the 144 hour policy is not cancelled. It is in effect now, but it is only carried out in Shanghai, Zhejiang and Jiangsu.
