Does the Nadaam Festival happen in Inner Mongolia in July or is it only in Mongolia?

No, you can see the festival in these two areas. Nadaam Festival is a traditional one for Mongolian. And the festival begins from June 4 in Chinese calendar and lasts 5 days.
