Please let us know the Chinese laws/taxes on sending baby formula milk powder to our son & daughter.

According to the rules, you can send 5kg at most. You don't need to pay the tax for sending less than 2.5kg milk powder. If the amount is between 2.5kg and 5kg, it can still pass the customs but the tax is needed.
