Ayaz, for mainland PRC entry permit, you can ask your friend's family to send you an invitation letter so that you don't need to submit hotel bookings, but you still to prepare the hotel bookings for HK travel.

You can submit both applications to the consulate in Dubai and you need to prepare two sets of documents, one for mainland and one for HK. For mainland, you may have to seek help from a travel agency because the invitation letter from duly authorized unit may be asked. The application documents are basically the same: your passport, a copy of passport, application form, a recent photo, round-trip tickets and hotel bookings, a document of financial standing, and invitation letters (for mainland).

You don't need to pay for mainland entry permit. For HK entry permit, you need to pay about HKD 190.

No one can assure that you can get it for 100%. If you apply for mainland PRC entry permit, it is free of charge.
