friend in guangzhou can he apply for the visa

I'm from Bangladesh I'm in wuhan I have friend in guangzhou can he apply for the visa if I send him?

Zaif, I think he can submit the application for you, but if you are required to accept a face-to-face interview, I’m afraid you need to go there in person.
